Kidnapped forester rescued
ITANAGAR, May 21: The Lohit Police have rescued Forester Blongso Mam who was kidnapped on May 21 from Medo Forest Check Gate.
Mam was on routine check at Naka when he saw one Truck loaded with illegal timber. When stopped, the driver picked up an argument and started assaulting the forester who was later forcefully taken away from the Gate.
Later, the Police arrested brothers Chow Watingsa Moungkang, aged 20 and Chow Taseng Moungkang, age 25 yrs of village Chongkham No.2. The driver of the Truck Jevan Sonar of Sibiri village, Alubari was also arrested.

JE vaccination Campaign in PP
YUPIA, May 21: Papum Pare District has been selected for launching JE vaccination Campaign 2015 in the state by GoI. This was informed by Papum Pare DMO S. Ronya at the District Task Force Committee meeting on Japanese Encephalitis (JE) vaccination campaign 2015 organised by the District Health Society, Papum Pare held today at ZPC conference hall under the chairmanship of DC Tai Kaye.
Addressing the meeting, DC Tai Kaye said that it is a big opportunity for people of Papum Pare and all entrusted with task of vaccination must perform his or her duty with a missionary zeal. He called upon all to work with dedication to implement the campaign in toto in the district.
Stating that the success of the campaign depends upon complete and action oriented micro planning at blocks, CHCs, PHCs and SCs level, DMO S. Ronya requested all to work sincerely to complete the task in time bound manner. He further informed that involvement of PRI members, school authorities, ICDS is very important for mobilization of parents and assisting the vaccination process for its smooth implementation. DRDA staffs express concern
ITANAGAR, May 21: All India DRDA Staff Welfare Association state unit expressed its concerns at the state govt for its lack of budgetary management after the govt released the 3 months salary of DRDA staff which was reportedly on hold for the past seven months. The association also stated if the govt fails to provide the regular salary of the staffs, it will not hesitate to stir agitation involving its district unit against the state government. Committee seeks clarification
ITANAGAR, May 21: The Development Monitoring Committee of C/O Phaa Steel bridge & Dha to Gangte road has alleged misappropriation of fund in the construction of PHA steel bridge over Kumey river.
In its letter to the PHE & WS minister, expressing dissatisfaction over the incurring expenditure statement of the construction work to the tune of Rs 5, 98, 93000 crore sought clarification from the concern authority within 30 days.

NPR enrollment launched in Kurung Kumey
KOLOGIANG, May 21: The first phase of Biometrics Enrollment under National Population Register (NPR) in Kurung Kumey district has been launched today.
The District Administration headed by Deputy Commissioner Mamata Riba is facilitating and monitoring the exercise to ensure error free and 100 per cent enrollment of the normal residents of the district.
All the administrative officers of the district have been instructed to provide all possible helps to the vendors for successful implementation of the programme within their respective local jurisdictions.

Science summer camp
Roing, May 21: The four days long Science Summer Camp organised at Intaya Public School by Jnana Prabodhini, Pune, in collaboration with Essomi Foundation and Enjalu Menda Women’s Empowerment Forum concluded here today.
A first of its kind, the camp saw participation of over 100 teachers and students from 13 different schools of the district. The activities of the camp included, energizers, science experiments, science around nature, arts and craft, skill preparation, songs, movies, flute preparation, origami, maths games, treasure hunt, mapping and astronomy among others. Career guidance was also provided as part of the summer camp.
The closing ceremony, attended by DDSE Roing M. Lego and Director RIWATCH Vijay Swami showcased a number of scientific experiments, drama depicting importance of science in everyday life, and songs by the participating students.
DDSE Roing while appreciating the effort made by the organisors and the school authority spoke to the children about the importance of inculcating discipline. "You should be obedient as students. With obedience comes discipline, and when you are disciplined, you are sure to succeed in life", he said.
Meanwhile, the organisers have shown interest to conduct such camps for children in villages across the district too.
LPA chairman for Seppa master plan
SEPPA, May 20: East Kameng Deputy Commissioner cum Local Planning Authority (LPA) chairman Sandeep Kr. Singh has directed the Assistant Town Planner, Seppa to prepare a Master Plan for Seppa town and urged all members and HODs to cooperate during the preparation of the plan.
Addressing the LPA meeting held at DC’s conference hall here yesterday, Singh has assured to constitute a town planning committee to undertake the matters related to illegal encroachments and its consequent evictions. He has also asked all the departments to submit the sketch map and documents of the departmental land for regularization and to maintain land use registry for effective verification.

Changlang agitated at Army, Police conduct

ITANAGAR, May 21: People of Changlang are agitated at the Police action where two Gaon Burahs were picked up for their alleged connections with the NSCN (K).
In a meeting today at Changlang, citizens vented their anger and said that Army and the Police have not done their investigation properly.
A peace rally is being planned by the citizens next week on the issue.
The Gaon Buras of New Shallang and New Longri village of Changlang district were questioned on Wednesday by the Arunachal Police based on an FIR filed by 14 Assam Rifles on May 14.
The Police said that along with the NSCN (K) cadres, Gaon Burahs of the two villages are accused of attack on the Assam Rifles on May 13. The police say that it has registered a case and summoned the GBs to the police station to record their statements.
Villagers deny that Gaon Burahs were called for questioning. They were kept in lock up and released only after angry villagers protested, said a citizen speaking to this daily.
There is no village called New Longri as mentioned in the FIR. They arrested the wrong Gaon Burah, said a participant today accusing the govt authorities of being irrelevant, illogical and forceful.
Meanwhile, citizens are questioning the Army operation in the area. Whole day, you hear of gun shots being fired but there are no casualties from either Army or the NSCN (K). What does it conveys, said a citizen terming the whole exercise eyewash while speaking to this daily.
It is the common people who are being harassed by the Army, he added.
The details of NCSN (K) camp near Old Sallang in Changlang, which was destroyed on May 19 by the Army has emerged. Dubbed the Rocket Camp, which was set up in 2002, it had ten huts including one sentry posts. Made of locally available materials, the huts were destroyed today. A Police source said that the Camp had several bunkers and is situated meters away from Old Sallang. The village with 34 houses is under seven kilometres from Changlang district headquarters.
Before the 14 Assam Rifles and APP started the “sanitisation of the camp”, on May 19, villagers were asked to leave New Sallang, forcing them to take refuge in the headquarters.
No facilities were provided for the villagers, even though they were chased out from their own village by the authorities, said a person on condition of anonymity.
The police confirmed that villagers were asked to leave for safer location as the Camp was destroyed.
Arunachal Wakro Orange is official now as it gets GI registration!
ITANAGAR, May 21: After lots of efforts put in, finally Arunachal Wakro Orange has got registered under Geographical Indication (GI) Registration along with Karbi Anglong’s Ginger, Tezpur’s Litchi, Meghalaya’s Khasi Mandarin, Sikkim’s Large Cardamom, Mizoram’s Bird Eye Chilly, Manipur’s Kachai Lemon, Tripura’s Queen Pineapple and Nagaland’s Tree Tomato.
The registration of the orange from the State has given a brand name of the fruit which has been so far sold in different parts of the country and abroad without mentioning name of the State or place where it is produced. Arunachal Wakro Orange has been exported to Bangladesh and from there, to other countries, but in other names depriving the State of its intellectual property right, said Egam Basar, Mission Director, Arunachal Pradesh Horticulture Research and Development Mission.
From now onwards, the fruit will be sold only in brand name of Arunachal Wakro Orange by any marketing agency using the official logo to create brand image. Here onwards, any product related to Arunachal Wakro Orange, be it seed or seedlings, will be sold in the specified brand name only.
A committee comprised of representatives from Orange Grower’s Organization, State Horticulture Department (APHPM&PB) and from North Eastern Regional Agriculture Produce Marketing Corporation (NERAMAC) will monitor the quality and frame terms and conditions for use of the brand name.
The GI Registry is responsible for the administration of law relating to Geographical Indications of Goods (Registration and Protection) Act, 1999. It is important to protect the special local crops and paving way for better branding and marketing in both international and domestic markets. It prevents unauthorized use of a Registered Geographical Indications by others which in turns boost the export of that product and promotes economic prosperity of the producers of goods produced in a geographical territory.
The GI registration of Arunachal Wakro Orange could be possible due to constant efforts put in by North Eastern Regional Agriculture Produce Marketing Corporation (NERAMAC) with technical back up from Research and Development (R&D) Wing of the state Horticulture Department. It is registered under GI Application No. 375.

ITANAGAR, May 21: The weeklong deadlock between the district administration and Tata
Sumo owners and Ticketing counters over fixation of new fare rate against Seppa-
Deputy Commissioner Sandeep Kumar Singh in an order had fixed the new fare rate for Seppa to Itanagar service at Rs.650 per passenger on last Friday. The existing fare was Rs 800 and fixed by the Tata Sumo Union. The district administration has reviewed the existing rate after receiving many complaints mostly from the students’ community over the exorbitant fare. Sources from Seppa informed that the DC fixed the rate, considering poor and needy people who mostly travel by Tata Sumo.

The sumo union refused to comply with the new rate, terming the fixation of rate was done arbitrarily by the district administration without consulting them, thus overlooking the problems faced by Sumo owners and drivers. The Sumo union was demanding the DC to let the existing fare to be continued considering the frequent rise of fuel price. But the district administration claimed that the Sumo owners were consulted before the rate was fixed.
The disagreement between the district administration and Tata Sumo owners hit hard on the common people as many passengers were reportedly stranded at Itanagar as well as at Seppa.
Sources also informed The Arunachal Times that the sumo union has relented from its stand after observing DC’s adamant stand over exorbitant rates and unregulated rules of ticketing counters in the district. To mitigate the deadlock at Seppa following the agitation of Sumo owners, the DC has reportedly diverted all APST buses available in town to Itanagar. The DC also pressed two ambulance buses for emergency evacuation, sources added.

ITANAGAR, May 21: Chief Minister Nabam Tuki today categorically played down the financial crisis issue of the state as drummed up by the state unit Bharatiya Janata Party and many organisations claiming that, Arunachal has been under financial constraint since 2005. Tuki was addressing at the Sadbhawana Diwas commemorating the 24th death anniversary of former Prime Minister Rajiv Gandhi at Rajiv Gandhi Bhawan here today. The commemoration function was organised by Arunachal Pradesh Youth Congress (APYC).
Tuki said that the tradition of financial constraint was earlier not knwon by the public as the government used to keep it confidential. But his government made it public saying that every person should know the financial position of the state.

ITANAGAR, May 21: The Arunachal Pradesh Tour Operators Association (APTOA) has sought that PAP be issued through local registered tour operators only.
In its memorandum given to the Chief Minister, while expressing resentment over the recent tourist department notification which said ‘delegation of powers to issue PAP to Deputy Resident Commissioners (Kolkata and Guwahati) directly to foreign tourists without sponsorship of registered tour operators, it said that the new process will hamper the tourism scenario of the state.

ITANAGAR, May 21: Indo Tibetan Border Police (ITBP) has sought support and help from the Chief Minister in convincing the Union Home Ministry for replacing the quota for Schedule Caste and Other Backward Caste of the state with Schedule Tribe for Arunachal Pradesh in the backdrop of no OBC or SC available in the state. CM Nabam Tuki giving positive nod to the request assured to write to the Union Home Minister for changing the criteria during a meeting today with Director General of Indo Tibetan Border Police Force Krishna Chaudhary along with Inspector General ITBP R K Saini and RKD Singh in Itanagar this evening.
During the meeting, various issues pertaining to security, land acquisition, civic actions were discussed. Tuki requested the Director General to place their forces in readiness so that they can be called on whenever the state feels so.
He further requested the DG to conduct recruitment rallies in the state so that more and more state’s youth from Arunachal get the opportunity to be recruited in the force.
The DG informed that the force shall initiate steps to ensure that maximum of the recruitment rallies are conducted in the state so that the local youths can participate. He further divulged that according to present criteria of recruitment in ITBP – 60% is open for general while 20% is reserved for the youths from insurgent affected areas and another 20% is reserved for the border districts. “Over all we are providing 40% reservation for the local youths”, the DG said.
DG further disclosed that the ITBP was going to open up new border out posts and deploy more battalion in the state to guard the international border and also supplement the state police force in maintaining law and order. He however appealed the chief minister to manage land for the forces and also for establishment of Inspector General’s office in the vicinity of the Capital city.
Tuki while assuring all possible assistance expected the ITBP to build up a cordial relation with the public in addition to guarding the border and maintaining law and order. He categorically suggested for strengthening the border posts by required infrastructure. While lauding the force for its activeness and readiness during exigencies, CM batted for a dedicated helicopter for the force and assured that he would take up the matter with the centre.

Allegations regarding deduction of pension money baseless, Dept
ITANAGAR, May 21: The media report regarding the deduction of money from disabled/old age and widows amounting to Rs. 1000 and Rs. 600 and Rs. 700 from beneficiaries is completely baseless and misleading, said deputy director (incharge), ICDS in a statement today.
Reacting to the news item published in this daily on May 20 last, Tao Nalo (CDPO), incharge Deputy Director, District ICDS Cell Daporijo clarified that as per the direction of the Deputy Commissioner on May 7 last, he had verified the matter and found that no such deduction was done by his staff. “In fact some beneficiary had voluntarily gave back Rs.100 to Rs.500 willingly as they were very happy with the pension money being disbursed by Deputy Director (ICDS) Cell Daporijo”, the officer informed.
He further said that on May 12 last, Taga Ekke, EAC, Magistrate Daporijo visited
and verified all records like APR list of beneficiary amount of payment to each beneficiary

East Siang records increase in transport revenue

PASIGHAT, May 21: The East Siang has recorded an increase in revenue deposit under Transport department. Revenue collection from motor driving license fees, registration of vehicles, permit, road tax, penalty for MV act violations and others sources has shown an increasing trend in the last three years.

Sources informed that the department with the help of district administration had conducted a series of surprise vehicle checking and contributed a large chunk of revenue in the form of penalty charged against violation of various provisions of Motor Vehicles Act.
The department in the district is running with the lone MVI and one LDC besides few contingency staffs, which is inadequate to conduct the official activities.
“We are trying our level best to run the department smoothly with scarce staff and limited facilities. Amidst shortage of officials, the department is conducting regular check on vehicles and realized huge amount money/penalty (for violation of MV Act) during the last couple of years”, said District Transport Officer (DTO) Pasighat, C Wangsu.
The DTO has sought posting of sufficient number of Motor Vehicle Inspector (MVI) and Enforcement Inspector (EI) with modern machinery facilities for smooth conduct of the department activities.
Officials informed that the district transport department will be introducing ‘Mobile Pollution Testing’ unit and hoped that the system would help in controlling of pollution caused by vehicles of outdated and defective engine.

East Siang seeks funds from Centre on power projects
PASIGHAT, May 21: To provide power to all households, East Siang District has sought Rs 96.39 crores from the Centre. The district raised the demand during the District Electricity Committee meeting, convened by the East Siang Deputy Commissioner Nidhi Srivastava today.
While Rs 67.11 Crores estimated under the Deen Dayal Upadhaya Grameen Jyoti Yojna (DDUGJY) scheme, Rs 29.28 Crores was framed under Integrated Power Development Scheme (IPDS) in the DPR basing on the requirement of the schemes for round the clock power supply to the rural and urban consumers in the district. The meeting was attended by the Pasighat MLA Kaling Moyong, ZPC Kaling Dai, engineers and officers as members.
Addressing the house, DC Srivastava informed that in pursuance of directives of Ministry of Power (GOI) and the state government, District Electricity Committee has been constituted and the main objective of the meeting was to review and monitor the GOI’s National Flagship Schemes under power sector by the committee members. The project under DDUGJY has to be completed within 24 months from the date of issue of Letter of Award. IPDS is meant for urban areas and project period is 30 months.
MLA Kaling Moyong stated that the population growth in the township is very high and future power requirements will multiply. The concerned engineering department should follow the guidelines in toto framed by the government but should include all necessary items in the DPR to meet up the demands of the common consumers and upcoming industries and other infrastructural developments.

Disaster preparedness reviewed
High intensity quake measuring instrument at Yupia
YUPIA, May 21: Papum Pare Deputy Commissioner Tai Kaye reviewed the disaster preparedness by all line departments in a consultation and coordination meeting on disaster preparedness held at DC’s conference hall here yesterday. Officers from all the line departments attended the meeting.
Various subjects like vulnerability assessment, stocking of food grain and other essential commodities, medicines, safe drinking water, maintenance of power and damage assessment during disaster were discussed as a part of preparedness in the meeting.
Citing numerous problems that appear during monsoon season, the DC called upon the officers to always keep themselves ready for any eventuality during the monsoon. There must be proper inspection while alerting the people especially labourers who are staying or working in vulnerable areas during monsoon period, he said. The DC also asked DDMO to keep proper update on contact number of control room, blood bank, diving experts and fire tenders of neighbouring state Assam.
DIO H. Bharali informed that high intensity earthquake measuring instrument is permanently installed at NIC Yupia room and it will be manned by scientist from Indian Metrological Deptt, Shillong.
Expressing his concern over many drowning cases in Dikrong river, SP P.N. Khrimey requested the administration to provide life jackets, boat and for erection of prohibitory board on the bank of Dikrong river to warn the people about danger prone areas. SP also requested the administration to ensure supply of sufficient life saving medicines and ration stock for circles like Tarasso where communication remains affected during monsoon. District Administration at people’s doorstep
TEZU, May 21: In a bid to provide services to villagers in their locality and to create awareness on programmes and policies of the state and centre which are covered under various government departments and agencies, the Lohit District administration conducted a public outreach programme for the third time in Lohit district. This time the programme was conducted at Government ME School in Loiliang village under Tezu Sadar circle today.

Upper Siang DLV&MC meeting held
YINGKIONG, May 21: The first District Level Vigilance and Monitoring Committee (DLV&MC) meeting after reconstitution in relation to implementation of RD schemes in Upper Siang district was held under the chairmanship of Arunachal East MP Ninnong Ering in the DC’s Conference Hall here today.

Sarma, Dy Director (Skill Development), representative of SBJ Centre of Excellence briefed the youth about the training programme, train journey, essential to acclimatize in new place, food habit, security/precaution, dedication, discipline etc. to be a successful trainees to find a suitable job immediately after six months training. All of the candidates are going out of the state for the first time. As such, briefing to the candidates are outmost important.
The cost of the training including travelling both the ways, training fees, boarding and lodging etc. are being borne by state Govt. under Chief Minister’s flagship programme on skill development and employment generation.
SBJ Centre of Excellence will impart 6 months training both theory and practical including soft skill like spoken english, communication skill, internet browsing etc. At the end of the training, the candidates will undergo an assessment to be conducted by an empanelled and professional organization. The trade certificate will be provided to successful candidate by National Council for Vocational Training (NCVT), New Delhi.
State Govt. has signed MoA with SBJ Centre of Excellence the training providers for imparting training and to ensure minimum of 70 per cent placement (Job) at minimum monthly salary of Rs.12,000/ in hand immediately after successful completion of the training.

Keeping this in view, “Community Conserved Areas” approach has been initiated across the NERCORMP (North Eastern Region Community Resource Management Project)implementing areas of Arunachal Pradesh, Assam, Manipur and Meghalaya covering an area of about 2 lakhs hectares of land area, alike to “Indigenous and Community Conservation Areas” (ICCA) recognised in the IUCN World Parks Congress (WPC, Durban 2003) and the 6th Conference of Parties to the Convention on Biological Diversity (CBD, Kuala Lumpur 2004). The CCA approach is viewed as a potential mechanism to conserve the rich biological resources of the forest in these states, where forest dependent indigenous communities are the dominant population. The CCA is therefore an opportunity to meet the twin objectives of ecological needs by conserving biological diversity and human security through sustainable management and harvesting of natural resources.

Think for the young generation
The demand of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) to enhance the retirement age of government employee from 58 years to 60 years does not augur well for the youth of state. Everyone is aware that in Arunachal government sector is the most important job providing sector. Many of the youngsters after finishing their education come back to state in the hope of finding job in the government sector.
Unlike the mainland Indian states, the private sector has not been able to provide enough job opportunities to youths in Arunachal. This is happening due to lack of presence of private industries. Barring few hydropower companies, the private companies have not made their foray into state. Because of poor road connectivity and erratic power supply, the private entities hesitate to invest in Arunachal. Due to it, government sector remains the only job providing sector. CoSAAP should keep in mind the future of young Arunachalee citizens and avoid making such kind of irrelevant demand.

A slap on the Face of Home Ministry

Kidnapping of Tutor Bittu Pandey from Model village Naharlagun by some Bodo Militants has once again compelled us to question the duty of Home Ministry. According to the victim’s report, they first started him asking question and later on pushed him into the Black Scorpio. It is disgusting to read how easily they have carried out their operation without any planning that’s also just a kilometres away from police station. It’s not been a year when the whole state mourned the death of Late P.K Chacko who was abducted from his home and was killed.
Above all, the tragedy is that somewhere in their heart they have known the weakness and insincerity of the security system in the state.
We heard a lot of Promises after Lt. Chacko’s death, we heard of new check post and more strength in the security of the twin city but as the time passes by, their promises have also passed away. We know that police are not omnipotent or Angels but here I would like to suggest just few points to control such incidents.
Immediate removal of all the Black tint glasses from the cars, no matter whether he is kin or kit of a VIP, establishment of new check gates at Doimukh Road, special Squad for dealing with such outfits, CCTV camera at important places, proper checking at Kangkar nallah Police Check gate, special Forces at Banderdewa and Gumto and Proper Checking even while leaving the state.
Things haven’t gone so far so it could be controlled if the concerned department looks into the matter seriously.
I wish that our peace loving state do not turn like the days of Lalu’s “Jungle Raj” in Bihar where anyone could be abducted from anywhere, anytime, anyplace.

It might be a meager amount for officers like you, but that might be one day’s income of a student. Why is there no mention of the refund of the challan money?
