Kidnapped forester rescued

ITANAGAR, May 21: The Lohit Police have rescued Forester Blongso Mam who was kidnapped on May 21 from Medo Forest Check Gate.

Mam was on routine check at Naka when he saw one Truck loaded with illegal timber. When stopped, the driver picked up an argument and started assaulting the forester who was later forcefully taken away from the Gate.

Later, the Police arrested brothers Chow Watingsa Moungkang, aged 20 and Chow Taseng Moungkang, age 25 yrs of village Chongkham No.2. The driver of the Truck Jevan Sonar of Sibiri village, Alubari was also arrested.

A car Tata indigo bearing (AR-11A/1621)  along with the Tata Truck (AR-11/5208) loaded with three illegal round logs measuring 205.78 CuFt was seized.

The accused was produced before JMFC Chongkham and were remanded to police custody.  

Chongkham Police was informed of the abduction, who swung into action under close supervision of the SP Ved Prakash Surya, IPS.

A team was constituted under the leadership of Inspector Thomas Pertin with SI (P) A. Pertin, SI (P) S. Wangsu, HC M.C. Borah, NK T.S. Perera and Ct. Sanjay Kumar of OP Chongkham.

 

JE vaccination Campaign in PP

YUPIA, May 21: Papum Pare District has been selected for launching JE vaccination Campaign 2015 in the state by GoI. This was informed by Papum Pare DMO S. Ronya at the District Task Force Committee meeting on Japanese Encephalitis (JE) vaccination campaign 2015 organised by the District Health Society, Papum Pare held today at ZPC conference hall under the chairmanship of DC Tai Kaye.

Addressing the meeting, DC Tai Kaye said that it is a big opportunity for people of Papum Pare and all entrusted with task of vaccination must perform his or her duty with a missionary zeal. He called upon all to work with dedication to implement the campaign in toto in the district.

Stating that the success of the campaign depends upon complete and action oriented micro planning at blocks, CHCs, PHCs and SCs level, DMO S. Ronya requested all to work sincerely to complete the task in time bound manner. He further informed that involvement of PRI members, school authorities, ICDS is very important for mobilization of parents and assisting the vaccination process for its smooth implementation. Terming the vastness of coverage area of Papum Pare, he also asked the officer to organize a separate District Task Force meeting for capital region in coordination with DC Capital immediately.

DRCHO Papum Pare Dr. Kipa Tuglik through a power point presentation presented an overview on JE campaign?2015. He informed that vaccination campaign will cover children from 1-15 years and vaccine SA14-14-2 is safe, effective and affordable. He said micro-planning must be done at blocks, CHCs,PHCs and SCs and complete report must be reported to District Task Force well in advance of the activity and DTF is responsible and accountable for the implementation of the quality of vaccination campaign in the district. Dr. Tuglik also requested all participants to give widespread publicity on vaccination and to put their best effort for its cent percent achievement in the district which is likely to be flagged off on second week of June?15.

Among others, DD ICDS Dani Yami, CMS,WHO and UNICEF, Medical Officers and VBDCP Officer Tatung Tayang were present in the meeting.

According to the Dr. Tuglik’s report on JE, 15 cases of JE positive were reported in Papum Pare district in 2014 with 2 deaths; one at Polo Colony, Naharlagun and another at Lower Jumi, Kimin, 4 JE cases in Itanagar, 3 in Naharlgun, 2 in Nirjuli, 3 in Kimin, 1 in Lower Jumi, 2 in Kakoi, 1 each in Doimukh, Poma, Laptap (Sagalee).

Japanese Encephalitis is a viral cause of Acute Encephalitis Syndrome (AES) in Asia. It mostly affects children under the age of 1-15 years.(DIPRO)

 

Drug peddler arrested

CHANGLANG, MAY 21: In a significant crackdown, a drug peddler identified as Sukro Chakma, 24 years, of Vijoypur area under Miao Police Station was apprehended by Kharsang Police under Changlang district.

Chakma was caught red handed at Singmao Village from an agricultural field and contraband substance weighing 2.5 gram Brown Sugar from his possession was recovered. A police swung team into action and successfully caught the peddler red handed based on a tip-off.

A criminal case has been registered against the accused at Kharsang Police station under NDPS Act. The Changlang Police is in high alert in the entire district with regular pickets to check illegal movement of antisocial elements and drugs peddling in the district, sated a release.

 

DRDA staffs express concern

ITANAGAR, May 21: All India DRDA Staff Welfare Association state unit expressed its concerns at the state govt for its lack of budgetary management after the govt released the 3 months salary of DRDA staff which was reportedly on hold for the past seven months. The association also stated if the govt fails to provide the regular salary of the staffs, it will not hesitate to stir agitation involving its district unit against the state government. It further appreciated its Dibang Valley, Lower Dibang Valley, East Siang and Lohit districts for launching pen down and tool down strike, said a communiqué.

 

APPSU condemns MHA report, seeks clarification

ITANAGAR, May 21:The All Papum Poma Students Union (APPSU) has strongly condemned the recent MHA report wherein Tarasso ZPM Nabam Eka and two other people were said to have links with the underground outfit National Liberation Council of Taniland (NLCT). It  termed the report  as  fabricated and false and claimed that Assam Govt is trying to defame the image of Tarasso ZPM and other two persons who are innocent.

The union  has urged upon the state Govt to seek clarification from the MHA. It further sought  intervention of the Union Minister of State for Home Kiren Rijiju in this matter for peaceful coexistence of people along Assam-Arunachal boundary area.

 

Committee seeks clarification

ITANAGAR, May 21: The Development Monitoring Committee of C/O Phaa Steel bridge & Dha to Gangte road has alleged misappropriation of fund in the construction of PHA steel bridge over Kumey river.

In its letter to the PHE & WS minister, expressing dissatisfaction over the incurring expenditure statement of the construction work to the tune of Rs 5, 98, 93000 crore sought clarification from the concern authority within 30 days.

If the concern authority fails to give proper justification, the case may be handed over to the SIT, it said.

 

Sadbhawana Diwas observed

ITANAGAR, May 21: The Arunachal Pradesh Congress Seva Dal (APCSD) today observed Sadbhawana Diwas  by offering shraddhanjali to Bharat Ratna and former Prime Minister Rajiv Gandhi in a function held here today.

Speaking on the occasion, APCSD Chief Organizer Kipa Kaha highlighted the major contributions of the former  Prime Minister  in the field of introduction of information technology, education, road communication, rural and urban development, Panchayati Raj in the state. Arunachal Pradesh became a full-fledged state with effect from 20th Feb. 1987 during the  tenure of Rajiv Gandhi  as Prime Minister, he further said.

 

NES mourns victims of electrocution

ITANAGAR, May  21: The Nyishi Elite Society (NES) has expressed deep shock at the  tragic loss of four lives due to electrocution near Wak village in West Siang district on May 19. “We share the pain and agony of the family members  and  relatives and pray the almighty to provide strength to tide over the tragedy,” the  NES said in a message.

Meanwhile, the NES appreciated the state Govt for announcing ex-gratia promptly to the relatives of the victims.

 

Adhaar feeding in progress

ZIRO, May 21: Adhaar feeding in NVSP portal for 16 Yachuli and 17 Ziro Hapoli constituencies is in progress in the DEOs office Hapoli. DEO has requested all the electors of both the assembly constituencies possessing Adhaar cards to appear before the DEOs office for Adhaar feeding.

In case an elector is unable to appear in person, photo copies of Adhaar card along with EPIC card and contact number may be sent to the DEO s office. DIPRO

 

NPR enrollment launched in Kurung Kumey

KOLOGIANG, May 21: The first phase of Biometrics Enrollment under National Population Register (NPR) in Kurung Kumey district has been launched today.

The District Administration headed by  Deputy Commissioner Mamata Riba is facilitating and monitoring the exercise  to ensure error free and 100  per cent  enrollment of the normal residents of the district.

All the administrative officers of the district have been instructed to provide all possible helps to the vendors for successful implementation of the programme within their respective local jurisdictions.

Proper security arrangements have been made in all the designated enrollment centers by deploying competent officers as Magistrates along with adequate state police and CRPF personnel for smooth conduction of the enrollment programme.

The district administration has appealed to all the stakeholders of the district to cooperate with Govt functionaries and vendors for hundred percent coverage of the Biometrics Enrollment at the earliest possible time. DIPRO

 

Science summer camp

Roing, May 21: The four days long Science Summer Camp organised at Intaya Public School by Jnana Prabodhini, Pune, in collaboration with Essomi Foundation and Enjalu Menda Women’s Empowerment Forum concluded here today.

A first of its kind, the camp saw participation of over 100 teachers and students from 13 different schools of the district. The activities of the camp included, energizers, science experiments, science around nature, arts and craft, skill preparation, songs, movies, flute preparation, origami, maths games, treasure hunt, mapping and astronomy among others. Career guidance was also provided as part of the summer camp.

The closing ceremony, attended by DDSE Roing M. Lego and Director RIWATCH Vijay Swami showcased a number of scientific experiments, drama depicting importance of science in everyday life, and songs by the participating students.

DDSE Roing while appreciating the effort made by the organisors and the school authority spoke to the children about the importance of inculcating discipline. "You should be obedient as students. With obedience comes discipline, and when you are disciplined, you are sure to succeed in life", he said.

Meanwhile, the organisers have shown interest to conduct such camps for children in villages across the district too.

 

LPA  chairman for Seppa master plan

SEPPA,  May 20: East  Kameng  Deputy Commissioner  cum Local Planning Authority (LPA) chairman Sandeep Kr. Singh has directed the Assistant Town Planner, Seppa to prepare a Master Plan for Seppa town and urged all members and HODs to cooperate during the preparation of the plan.

Addressing the LPA meeting held at DC’s conference hall  here yesterday, Singh has assured to constitute a town planning committee to undertake the matters related to illegal encroachments and its consequent evictions. He  has also asked all the departments to submit the sketch map and documents of the departmental land for regularization and to maintain land use registry for effective verification.

During the  meeting, Dacha Bagang, Member Secretary, LPA, Seppa has highlighted about the Arunachal Pradesh Urban & Country Planning Act, 2007 and dwelt at length about the role and responsibility of Local Planning Authority as enshrined in the Act.

The house unanimously resolved to expedite the LPA activities in Seppa town and has decided to incorporate municipal boundary and LPA boundary into a single entity.

Workshop on Juvenile Justice Act 2000

ITANAGAR, May 21: The Indian Council for Child Welfare Arunachal Pradesh is organising a one-day National Workshop on Juvenile Justice Act 2000 (Care & Protection) with special emphasis on Integrated Child Protection Schemes at Banquet Hall here on May 22.

The objectives of the workshop are to generate strong understanding with the roles and responsibilities on the Juvenile Justice Act 2000 (Care & Protection) among the stake holders. It also aims to provide a platform to raise the issues of child rights and the immediate independent setting up of State Commission for Protection of Child Rights.

Amod K Kanth, former DGP & Chairperson of Delhi Commission of Protection of Child Rights and also the General Secretary of Prayas Juvenile Aid Centre (JAC), New Delhi will be one of the key speakers to deliver his decades of knowledge and experience in the field of child welfare. Among others, Anup Khanal, Principal Magistrate, JJB, Kamrup Metro, Guwahati, Thangzamawii Guite, Faculty Member, NIPCCD Guwahati,   Fr. Changlang agitated at Army, Police conduct

ITANAGAR, May 21: People of Changlang are agitated at the Police action where two Gaon Burahs were picked up for their alleged connections with the NSCN (K).

In a meeting today at Changlang, citizens vented their anger and said that Army and the Police have not done their investigation properly.

A peace rally is being planned by the citizens next week on the issue.

The Gaon Buras of New Shallang and New Longri village of Changlang district were questioned on Wednesday by the Arunachal Police based on an FIR filed by 14 Assam Rifles on May 14.

The Police said that along with the NSCN (K) cadres, Gaon Burahs of the two villages are accused of attack on the Assam Rifles on May 13. The police say that it has registered a case and summoned the GBs to the police station to record their statements.  

Villagers deny that Gaon Burahs were called for questioning. They were kept in lock up and released only after angry villagers protested, said a citizen speaking to this daily.

There is no village called New Longri as mentioned in the FIR. They arrested the wrong Gaon Burah, said a participant today accusing the govt authorities of being irrelevant, illogical and forceful.  

Meanwhile, citizens are questioning the Army operation in the area. Whole day, you hear of gun shots being fired but there are no casualties from either Army or the NSCN (K). What does it conveys, said a citizen terming the whole exercise eyewash while speaking to this daily.

It is the common people who are being harassed by the Army, he added.

The details of NCSN (K) camp near Old Sallang in Changlang, which was destroyed on May 19 by the Army has emerged. Dubbed the Rocket Camp, which was set up in 2002, it had ten huts including one sentry posts. Made of locally available materials, the huts were destroyed today. A Police source said that the Camp had several bunkers and is situated meters away from Old Sallang. The village with 34 houses is under seven kilometres from Changlang district headquarters.

Before the 14 Assam Rifles and APP started the “sanitisation of the camp”, on May 19, villagers were asked to leave New Sallang, forcing them to take refuge in the headquarters.

No facilities were provided for the villagers, even though they were chased out from their own village by the authorities, said a person on condition of anonymity.

The police confirmed that villagers were asked to leave for safer location as the Camp was destroyed.

 

 

Arunachal Wakro Orange is official now as it gets GI registration!

ITANAGAR, May 21: After lots of efforts put in, finally Arunachal Wakro Orange has got registered under Geographical Indication (GI) Registration along with Karbi Anglong’s Ginger, Tezpur’s Litchi, Meghalaya’s Khasi Mandarin, Sikkim’s Large Cardamom, Mizoram’s Bird Eye Chilly, Manipur’s Kachai Lemon, Tripura’s Queen Pineapple and Nagaland’s Tree Tomato.

The registration of the orange from the State has given a brand name of the fruit which has been so far sold in different parts of the country and abroad without mentioning name of the State or place where it is produced. Arunachal Wakro Orange has been exported to Bangladesh and from there, to other countries, but in other names depriving the State of its intellectual property right, said Egam Basar, Mission Director, Arunachal Pradesh Horticulture Research and Development Mission.

From now onwards, the fruit will be sold only in brand name of Arunachal Wakro Orange by any marketing agency using the official logo to create brand image.  Here onwards, any product related to Arunachal Wakro Orange, be it seed or seedlings, will be sold in the specified brand name only.

A committee comprised of representatives from Orange Grower’s Organization, State Horticulture Department (APHPM&PB) and from North Eastern Regional Agriculture Produce Marketing Corporation (NERAMAC) will monitor the quality and frame terms and conditions for use of the brand name.

The GI Registry is responsible for the administration of law relating to Geographical Indications of Goods (Registration and Protection) Act, 1999. It is important to protect the special local crops and paving way for better branding and marketing in both international and domestic markets. It prevents unauthorized use of a Registered Geographical Indications by others which in turns boost the export of that product and promotes economic prosperity of the producers of goods produced in a geographical territory.

The GI registration of Arunachal Wakro Orange could be possible due to constant efforts put in by North Eastern Regional Agriculture Produce Marketing Corporation (NERAMAC) with technical back up from Research and Development (R&D) Wing of the state Horticulture Department. It is registered under GI Application No. 375.

Arunachal Wakro Orange has been identified special and standing out among different mandarin oranges such as Nagpur, Coorg, Khasi etc  in terms of high TSS and low acid content, blending of which gives a special sweet-sour taste, high juice content and easy to peel etc due to which it got GI registration.

Similarly, there are many other local produce of the State which are special in its own way and need promotion and protection through GI Registration. Khampti Rice, Monpa Maize etc are among many such produces of the state which has special taste and aroma, informed Basar.

There are many native important medicinal plants such as Mishmi Teeta which needs proper scientific studies and protection before it is commercially exploited by other people. The R&D Wing of the Horticulture Department is making an endeavour to study and document important bio-resources of the state so that it can be registered under Geographical Indication, Basar further informed.

 

 

Seppa-Itanagar Sumo service resumes as deadlock ends

ITANAGAR, May 21: The weeklong deadlock between the district administration and Tata Sumo owners and Ticketing counters over fixation of new fare rate against Seppa-Itanagar bound service ended this evening as the later backed off from its stand and agreed to comply by the rate of fare fixed by Deputy Commissioner. With this Seppa-Itanagar sumo service resumed from Friday morning.

Deputy Commissioner Sandeep Kumar Singh in an order had fixed the new fare rate for Seppa to Itanagar service at Rs.650 per passenger on last Friday. The existing fare was Rs 800 and  fixed by the Tata Sumo Union. The district administration has reviewed the existing rate after receiving many complaints mostly from the students’ community over the exorbitant fare.  Sources from Seppa informed that the DC fixed the rate, considering poor and needy people who mostly travel by Tata Sumo.

However, the district administration move had sparked protest among the Tata Sumo owners and Ticketing Counters and it shut down the Seppa-Itanagar service since last Sunday in protest against the district administration move.

The sumo union refused to comply with the new rate, terming the fixation of rate was done arbitrarily by the district administration without consulting them, thus overlooking the problems faced by Sumo owners and drivers. The Sumo union was demanding the DC to let the existing fare to be continued considering the frequent rise of fuel price. But the district administration claimed that the Sumo owners were consulted before the rate was fixed.

The disagreement between the district administration and Tata Sumo owners hit hard on the common people as many passengers were reportedly stranded at Itanagar as well as at Seppa.

Sources also informed The Arunachal Times that the sumo union has relented from its stand after observing DC’s adamant stand over exorbitant rates and unregulated rules of ticketing counters in the district. To mitigate the deadlock at Seppa following the agitation of Sumo owners, the DC has reportedly diverted all APST buses available in town to Itanagar. The DC also pressed two ambulance buses for emergency evacuation, sources added.  

 

 

Congress responsible for rise of insurgency in NE: Rijiju

New Delhi, May 21: Blaming the Congress-led UPA government's "misgovernance, mistreatment and neglect" for the rise of insurgency in the north-east, Union Minister of State for Home Affairs Kiren Rijiju today appealed to the youth to shun violence and come back to the mainstream.

"The power of the youth has to be channelised in the right direction. I have visited terrorism-affected areas. Recently for poll campaign, I visited Manipur where everyday people live in fear of militant attacks.

 "Some youths have deviated from the mainstream and have taken up arms against the nation because of the Congress-led UPA government's misgovernance, mistreatment and neglect. I request them to test our government. I appeal to all such youth to return to the mainstream, this government will help you in rehabilitation, and use your potential for nation building," Rijiju said.

 Addressing BJP's youth wing workers at a programme today, the Union Minister said he had to struggle a lot to create a base for his party to fight Congress's hooliganism in his home state Arunachal Pradesh.

"Some people used to believe that 'lotus' (BJP's election symbol) cannot bloom in the hills and I would say that if it can bloom in Himachal Pradesh why not in Arunachal Pradesh.

It was a challenge for me to create a force of youth army to fight against hooliganism of Congress," he said. PTI

 

 

Enquiry body formed into electrocution deaths

AALO, May 21: An emergency meeting in connection with demise of four persons due to electrocution near Wak village was held among District Administration, police and representatives from Paktu Ete Bango headed by Karge Ete  here today.

Chairing the meeting, West Siang Deputy Commissioner Pige Ligu appealed the representatives from Paktu Ete Bango Students Union and Paktu Ete Bango to maintain utmost restraint without creating law and order problem and facilitate the District Administration to look into the incident thoroughly.

Responding to the demand of compensation to victim’s family, arrest of all persons for dereliction of duty and shifting of HT pole from present location, the DC informed that a enquiry committee has been constituted  for thorough enquiry into the incident. He further informed that compensation/ex-gratia to the victims will be provided within two days and all negligent officials have been arrested and more arrests will be made soon if required.

All is well, Tuki reassures party

ITANAGAR, May 21: Chief Minister Nabam Tuki today categorically played down the financial crisis issue of the state as drummed up by the state unit Bharatiya Janata Party and many organisations claiming that, Arunachal has been under financial constraint since 2005. Tuki was addressing at the Sadbhawana Diwas commemorating the 24th death anniversary of former Prime Minister Rajiv Gandhi at Rajiv Gandhi Bhawan here today. The commemoration function was organised by Arunachal Pradesh Youth Congress (APYC).

Tuki said that the tradition of financial constraint was earlier not knwon by the public as the government used to keep it confidential. But his government made it public saying that every person should know the financial position of the state.

Squarely blaming the BJP led Government at Centre for the crisis, Tuki sais that due to scrapping down of Planning Commission, the release of fund is being delayed which led the situation to spill over.

Reassuring the party members that his government is still going strong, Tuki termed the state unit BJP’s Jan Andolan and their demand for imposition of financial emergency as illogical and misleading. “Financial emergency was never imposed nowhere in the country”, Tuki said while ridiculing their demands.

The CM further called upon the party workers to be pro-active at village level to know their problems of Gaon Burahs and farmers. Later he led the house in observing two minutes silence as a mark of respect to the four persons killed at Wak village by electrocution and as well as in respect of the Congress leaders who died recently.

Paying homage to Rajiv Gandhi, APCC President Padi Richo said, “On this day we lost our beloved leader, however many leaders have been born today and they should follow the path showed by the former Prime Minister”. Richo further said that the party should change in its approach and should concentrate to strengthen at grass root level by interacting with people at village level. He also urged the youths to be pro-active in social media to propagate the Congress party ideology.

APYC President Nyamar Karbak in his address highlighted the contribution of late Rajiv Gandhi in making youth participation in mainstream politics. Karbak also urged its youth members to prepare to fight against hoax organisations which are being sponsored by political partys to defame the Congress government.

Roing MLA Mutchu Mithi and APYC spokesperson Niglar Veo briefed the life and contributions of Rajiv Gandhi. Earlier to mark the occasion, floral tribute were offered on the portrait of Rajiv Gandhi and a short film on his life was screened by APYC. APYC also screened a documentary film on Prime Minister Narendra Modi and BJP government at the Centre which showed how the NDA government allegedly kept on giving false promises to the common people. A short film on developmental projects of Chief Minister Nabam Tuki’s led government was also screened during the programme. The Party legislators, Mahila members and youth leaders were also present on the occasion.

ITANAGAR, May 21: The Arunachal Pradesh Tour Operators Association (APTOA) has sought that PAP be issued through local registered tour operators only.

In its memorandum given to the Chief Minister, while expressing resentment over the recent tourist department notification which said ‘delegation of powers to issue PAP to Deputy Resident Commissioners (Kolkata and Guwahati) directly to foreign tourists without sponsorship of registered tour operators, it said that the new process will hamper the tourism scenario of the state.

The mainland players will only take advantage of this policy and exploit our potential for their own commercial benefits and will be a failure and stumble block for your dream policy for sustainable growth of the state through skill development and employment generation in various sectors as engine of growth in this developed state, the memo read.

It also demanded that APTOA be made an integral part of national tourism council members, state and district tourism promotion council members, and enhancement of APTOA corpus fund from Rs 10 lakhs to Rs 1 crore.

 

 

ITBP seeks quota replacement

ITANAGAR, May 21: Indo Tibetan Border Police (ITBP) has sought support and help from the Chief Minister in convincing the Union Home Ministry for replacing the quota for Schedule Caste and Other Backward Caste of the state with Schedule Tribe for Arunachal Pradesh in  the backdrop of no OBC or SC available in the state. CM Nabam Tuki giving positive nod to the request assured to write to the Union Home Minister for changing the criteria during a meeting today with Director General of Indo Tibetan Border Police Force Krishna Chaudhary along with Inspector General ITBP R K Saini and RKD Singh in Itanagar this evening.

During the meeting, various issues pertaining to security, land acquisition, civic actions were discussed. Tuki requested the Director General to place their forces in readiness so that they can be called on whenever the state feels so.

He further requested the DG to conduct recruitment rallies in the state so that more and more state’s youth from Arunachal get the opportunity to be recruited in the force.

The DG informed that the force shall initiate steps to ensure that maximum of the recruitment rallies are conducted in the state so that the local youths can participate. He further divulged that according to present criteria of recruitment in ITBP – 60% is open for general while 20% is reserved for the youths from insurgent affected areas and another 20% is reserved for the border districts. “Over all we are providing 40% reservation for the local youths”, the DG said.

DG further disclosed that the ITBP was going to open up new border out posts and deploy more battalion in the state to guard the international border and also supplement the state police force in maintaining law and order. He however appealed the chief minister to manage land for the forces and also for establishment of Inspector General’s office in the vicinity of the Capital city.

Tuki while assuring all possible assistance expected the ITBP to build up a cordial relation with the public in addition to guarding the border and maintaining law and order. He categorically suggested for strengthening the border posts by required infrastructure. While lauding the force for its activeness and readiness during exigencies, CM batted for a dedicated helicopter for the force and assured that he would take up the matter with the centre.

Allegations regarding deduction of pension money baseless, Dept

ITANAGAR, May 21: The media report regarding the deduction of money from disabled/old age and widows amounting to Rs. 1000 and Rs. 600  and Rs. 700 from beneficiaries is completely baseless and misleading, said  deputy director (incharge), ICDS in a statement today.

Reacting to the news item published in this daily on May 20 last, Tao Nalo (CDPO), incharge Deputy  Director, District ICDS Cell Daporijo clarified that as per the direction of the  Deputy Commissioner on  May 7 last, he had  verified the matter and found that no such deduction was done by his staff. “In fact some beneficiary had voluntarily gave back Rs.100 to Rs.500 willingly as they were very happy with the pension money being disbursed by Deputy Director (ICDS) Cell Daporijo”, the  officer informed.

He further  said  that on May 12 last, Taga Ekke, EAC, Magistrate Daporijo visited and verified all records like APR list of beneficiary amount of payment to each beneficiary and clarified that deduction of Rs. 1000 / Rs.700 was not done. “The main misunderstanding of old age beneficiary was that full amount of Rs. 2400/- was not paid by us. It was told to beneficiaries that the amount now being paid by department is for 9 months only @ 200/- per month as per Govt. Sanction order No. DSJE-03/2012 (NSAP) date 10/3/2015”, said the incharge  deputy director.

Regarding issue of identify card by the department, the officer in-charge clarified that latest guidelines indicating the detailed information have to be maintained so that bogus beneficiary and death beneficiary can be eliminated as complained by some Panchayat leaders that still death/bogus persons are getting benefit. Therefore, incharge D D (ICDS) had made it compulsory that the actual beneficiary should come with the I/Card and latest passport photo copies so that bogus/death person can be deleted.

The DD has  also said that he asked beneficiaries that if they cannot come due to any reason they should take the pension money through the Anganwadi worker or Panchayat leader certified by them that they exist with the latest photo. The officer further clarified that instructions have been given to the dealing assistants not to deduct beyong Rs 50 from the beneficiaries as directed by the magistrate.

 

 

East Siang records increase in transport revenue

PASIGHAT, May 21: The East Siang has recorded an increase in revenue deposit under Transport department. Revenue collection from motor driving license fees, registration of vehicles, permit, road tax, penalty for MV act violations and others sources has shown an increasing trend in the last three years.

Sources from Transport department in East Siang district informed that the revenue collected by the department for the fiscal year 2012-13 was Rs 1,03,10181, which increased up to Rs 1,32,00644 in the year 2013-14. The department has collected revenue amounting to Rs 1, 34, 79007 till March of the current year, which saw an increase of Rs. 2,78,363. The average revenue collection under the department during last fiscal year is Rs. 11.23 lakh per month.

Sources informed that the department with the help of district administration had conducted a series of surprise vehicle checking and contributed a large chunk of revenue in the form of penalty charged against violation of various provisions of Motor Vehicles Act.

The department in the district is running with the lone MVI and one LDC besides few contingency staffs, which is inadequate to conduct the official activities.

“We are trying our level best to run the department smoothly with scarce staff and limited facilities. Amidst shortage of officials, the department is conducting regular check on vehicles and realized huge amount money/penalty (for violation of MV Act) during the last couple of years”, said District Transport Officer (DTO) Pasighat, C Wangsu.

The DTO has sought posting of sufficient number of Motor Vehicle Inspector (MVI) and Enforcement Inspector (EI) with modern machinery facilities for smooth conduct of the department activities.

Officials informed that the district transport department will be introducing ‘Mobile Pollution Testing’ unit and hoped that the system would help in controlling of pollution caused by vehicles of outdated and defective engine.

The department in East Siang has registered as many as 1,918 vehicles till March this year. The number of vehicle registered in the year (2013-14) in the district was 1,790, while the figure in the year 2012-13 was 1,773.

 

 

Govt media chalk out plan for effective information dissemination

NAHARLAGUN, May 21: In a co-ordination meeting with officers of Doodarshan Kendra, Itanagar, AIR and the Department of Information and Public Relations, a detailed plan for co-ordinated information plan was chalked out under the chairmanship of Sonam Chombey, the IPR Secretary on Thursday in his official chamber in Itanagar.

The IPR Secretary while appreciating the role of Doordarshan and AIR in dissemination of information of public interest, called upon the officers of the department to make effective broadcasting plans of news and programmes on government initiatives and achievements. He also stressed on eliciting proper feedback from public so that government agencies can review and rectify their plans and schemes.

In the meeting a plan for preparation of a roaster for various ministers and senior officers for talk shows and interviews on major schemes and initiatives of government by AIR and Doordarshan was also fixed. Other important point of discussion was on timely filing of news reports by IPR officers to all news agencies including Regional News Unit which serves for both DDK and AIR.

Chombey also informed that in order to strengthen streamline and co-ordinate news services, a media centre would be soon set up in the Secretariat Building which would be manned by an IPR officer. Facilities for press conference, interview of senior officers and ministers and also giving out of news matter would also be provided in the centre.

East Siang seeks funds from Centre on power projects

PASIGHAT, May 21: To provide power to all households, East Siang District has sought Rs 96.39 crores from the Centre. The district raised the demand during the District Electricity Committee meeting, convened by the East Siang Deputy Commissioner Nidhi Srivastava today.

While Rs 67.11 Crores estimated under the Deen Dayal Upadhaya Grameen Jyoti Yojna (DDUGJY) scheme, Rs 29.28 Crores was framed under Integrated Power Development Scheme (IPDS) in the DPR basing on the requirement of the schemes for round the clock power supply to the rural and urban consumers in the district. The meeting was attended by the Pasighat MLA Kaling Moyong, ZPC Kaling Dai, engineers and officers as members.

Addressing the house, DC Srivastava informed that in pursuance of directives of Ministry of Power (GOI) and the state government, District Electricity Committee has been constituted and the main objective of the meeting was to review and monitor the GOI’s National Flagship Schemes under power sector by the committee members. The project under DDUGJY has to be completed within 24 months from the date of issue of Letter of Award. IPDS is meant for urban areas and project period is 30 months.

MLA Kaling Moyong stated that the population growth in the township is very high and future power requirements will multiply. The concerned engineering department should follow the guidelines in toto framed by the government but should include all necessary items in the DPR to meet up the demands of the common consumers and upcoming industries and other infrastructural developments.

He instructed the committee to avail optimum benefits under the central projects and to complete it in a time-bound manner. They should put best efforts to strengthen transmission and distribution network, electrify all households besides ensuring reduction of technical and commercial losses of power supply.

Disaster preparedness reviewed

High intensity quake measuring instrument at Yupia

YUPIA,  May 21: Papum Pare Deputy Commissioner Tai Kaye reviewed the disaster preparedness by all line departments in a consultation and coordination meeting on disaster preparedness  held at DC’s conference hall here yesterday. Officers from all the line departments  attended  the meeting.

Various subjects like vulnerability assessment, stocking of food grain and other essential commodities, medicines, safe drinking water, maintenance of power and damage assessment during disaster were discussed as a part of preparedness in the meeting.

Citing numerous problems that appear during monsoon season, the DC called upon the officers to always keep  themselves ready for any eventuality during the monsoon. There must be proper inspection while alerting the people especially labourers who are staying or working in vulnerable areas during monsoon period, he said. The  DC also asked DDMO to keep proper update on contact  number of control room, blood bank, diving experts and fire tenders of neighbouring state Assam.

DIO H. Bharali informed that high intensity earthquake measuring instrument is permanently installed at NIC Yupia room and it will be manned by scientist from Indian Metrological Deptt, Shillong.

Expressing his concern over many drowning cases in Dikrong river, SP P.N. Khrimey requested the administration to provide life jackets, boat and for erection of prohibitory board on the bank of Dikrong river to warn the people about danger prone areas. SP also requested the administration to ensure supply of sufficient life saving medicines and ration stock for circles like Tarasso where communication remains affected during monsoon. He also requested the PHED department to make arrangement for water tank at Yupia town from where fire tenders can fill their tankers during any emergency.

District Administration at people’s doorstep

TEZU, May 21: In a bid to provide services to villagers in their locality and to create awareness on programmes and policies of the state and centre which are covered under various government departments and agencies, the Lohit District administration conducted a public outreach programme for the third time in Lohit district. This time  the programme was conducted at Government ME School in Loiliang village under Tezu Sadar circle today.

Besides general administration, other government departments - Statistics, Veterinary & Animal Husbandry, ICDS, Medical, etc also participated in the public service. Information on schemes and programmes for public were disseminated by allied departments while check ups and treatments were carried out by Medical Departments. Animal and Veterinary Department attended the livestock treatments. Birth certificates, STCs and PRCs were also given up during the day. ST certificates were personally handed to the villagers by the Deputy Commissioner on the spot.

The entire villagers of Loiliang and nearby villages turned out for the programme making it a huge success.

Highlighting the purpose of the outreach programme, Deputy Commissioner Dr. B.M.Mishra said that the administration is trying its level best to educate the villagers who are either less informed or ignorant about the plans and schemes of the governments. The programme is an endeavour of the Lohit District administration to provide proper knowledge and awareness of all the available facilities to the beneficiaries directly, said the DC.

The DC accompanied by the Superintendent of Police Ved Prakash Surya also inspected the sanitary facilities of the Government ME School Loiliang on the day.

Similar outreach programme were earlier conducted at Bekuliang village under Sunpura circle and Wakro circle of the district. DIPRO

 

Upper Siang DLV&MC meeting held

YINGKIONG,  May  21: The first District Level Vigilance and Monitoring Committee (DLV&MC) meeting after reconstitution in relation to implementation of RD schemes in Upper Siang district was held under the chairmanship of Arunachal East MP Ninnong Ering in the  DC’s Conference Hall here today.

Attending the meeting, PD DRDA, Deputy Director, ICDS, EE(PHE&WS), EE (Electrical) and other officers responsible for implementation of Rural Development progammes/schemes have highlighted achievements and proposals of their respective department in the meeting.

While participating in the discussions Mariyang-Geku MLA  Olom Panyang  has urged upon the officers concerned to distribute the RD schemes equally and proportionately to Gram Panchayats.

Parliamentary Secretary PWD cum Tuting-Yingkiong MLA Alo Libang has asked the ZPMs/ASCs to have consultations with the ASMs/GPMs before attending meeting in future. He further asked the PD DRDA Yingkiong to sensitize the importance of DLV&MC meeting to the PRI leaders.

MP Ninnong Ering, while highlighting the importance of the meeting, called upon the HoDs not to skip such essential meeting in future and advised them to supply hard copies of their progress reports to the DLV&MC members with proper paging in advance.

Meanwhile the DRDA staffs of Yingkiong have submitted a memorandum to the MP requesting him to extend help for their job absorption into line RD department.

Among others, Apel Modi, ZPC, all ZPMs  and ASCs of Upper Siang District attended the meeting.

Earlier yesterday, the MP has visited Jengging and interior villages like Likor, Pugging and Gette villages of Upper Siang district. He called upon the people to shoulder responsibility besides enjoying their rights  in the society. People should also maintain peace, unity and extend cooperation  for all round development of the area, he said.

Responding to grievances of the villagers of Gette, Pugging and Likor villages about lack of road connectivity to the remote places, the MP said that both  Tuting-Yingkiong MLA and he himself are trying their level best to get final sanctions for construction of many bridges.

It was also told that they are making efforts to make road from Yingkiong to Bishing village near McMahon line.

During the tour Ering has sanctioned Rs. 10 lakhs at Jengging for construction of a markert shed, Rs. 15 lakhs for construction of community hall at Likor village, Rs. 12 lakhs for renovation of community hall, Rs. 10 lakhs for renovation of community hall and construction of stores rooms at Gette village and construction of toilets at Pugging village and Rs. 5 lakhs for construction of a link road at Ramsing village from his MPLAD fund.

Fresh batch of trainees leave for Skill Development Training

ITANAGAR, May 21: Under the Chief Minister’s flagship programme on Skill Development and Employment Generation, the Department of Skill Development and Employment Generation has organized a briefing cum send off programme in Udyog Sadan, Itanagar for 54 youth who are selected to undergo skill development training in Beauty and Spa & Wellness Sectors at SBJ Centre of Excellence at Greater Noida (UP).

The selection of the trainees were done through recent District level Job Mela-cum-Skill Development Awareness and Selection Rally held in every district headquarter throughout the state.

Subu Tabin, Director, Skill Development and Employment Generation along with K. Sarma, Dy Director (Skill Development), representative of SBJ Centre of Excellence briefed the youth about the training programme, train journey, essential to acclimatize in new place, food habit, security/precaution, dedication, discipline etc. to be a successful trainees to find a suitable job immediately after six months training. All of the candidates are going out of the state for the first time. As such, briefing to the candidates are outmost important.

The cost of the training including travelling both the ways, training fees, boarding and lodging etc. are being borne by state Govt. under Chief Minister’s flagship programme on skill development and employment generation.

SBJ Centre of Excellence will impart 6 months training both theory and practical including soft skill like spoken english, communication skill, internet browsing etc. At the end of the training, the candidates will undergo an assessment to be conducted by an empanelled and professional organization. The trade certificate will be provided to successful candidate by National Council for Vocational Training (NCVT), New Delhi.

State Govt. has signed MoA with SBJ Centre of Excellence the training providers for imparting training and to ensure minimum of 70 per cent placement (Job) at minimum monthly salary of Rs.12,000/ in hand immediately after successful completion of the training.

 

Conserving biodiversity through community participation: NERCORMP initiated across the North Eastern Region of India

North eastern region of India is designated as one of the two internationally recognized “Biodiversity Hotspots” of the country called the Eastern Himalaya. It covers a substantial portion of Himalayan and Indo-Burma biodiversity hotspots and is also among the 200 globally important eco regions. It is uniquely situated in the transition zone between the Himalayan and Indo-Burmese regions. The region is globally well acknowledged for its rich eco-cultural heritage well entrenched with varied traditional ecological knowledge linked to biodiversity conservation and sustainable management of natural resources. Traditional ways of conservation is through Indigenous Knowledge that focuses more on a local culture’s conceptualization and interactions with their biotic and abiotic environmental factors, which are more reliable than conservation laws framed by policy planners and scientific communities. These practices are also well adapted with local environmental settings refined over centuries. Traditional Ecological Knowledge (TEK) encompasses everything from cursory awareness of natural histories associated with local wildlife to cultural norms for land management and resource allocation.

The Eastern Himalaya biodiversity hotspots, which these four states are part of, becomes one of the most threatened biodiversity hotspots due to the increasing rate of resource exploitation and habitat loss. Among the proximate causes for loss of biodiversity, the shrinkage of cultivable land and pressure on forest land for non-forestry purpose, particularly of USF, leads to disappearance of a number of endemic species. Across the north eastern states of India, areas with high or important biodiversity are often located within Unclassed State Forests (USF) traditionally controlled by the Indigenous peoples. Traditional and contemporary systems of stewardship embedded within cultural practices enable the conservation, restoration and connectivity of ecosystems, habitats, and specific species in accordance with indigenous customs. However, economic diversification couples with population pressures and developmental project threat the sustainability of mountain ecosystem. Over and above, the creation of Protected Area Networks (PAN) using formal laws and acts has narrow down the community participation in biodiversity conservation and resources management in these states. Also, the areas under PAN are limited in certain pockets only. It is therefore important to understand that the existing protected area network does not effectively conserve the state's unique biodiversity and suggest measures by which its effectiveness could be increased through creation of Community Conserved Areas.

Keeping this in view, “Community Conserved Areas” approach has been initiated across the NERCORMP (North Eastern Region Community Resource Management Project)implementing areas of Arunachal Pradesh, Assam, Manipur and Meghalaya covering an area of about 2 lakhs hectares of land area, alike to “Indigenous and Community Conservation Areas” (ICCA) recognised in the IUCN World Parks Congress (WPC, Durban 2003) and the 6th Conference of Parties to the Convention on Biological Diversity (CBD, Kuala Lumpur 2004). The CCA approach is viewed as a potential mechanism to conserve the rich biological resources of the forest in these states, where forest dependent indigenous communities are the dominant population. The CCA is therefore an opportunity to meet the twin objectives of ecological needs by conserving biological diversity and human security through sustainable management and harvesting of natural resources.

NERCORMP is an integrated project on rural livelihood development and environmental conservation initiatives of the North Eastern Council (NEC), Ministry of DoNER, Govt. of India and International Fund for Agricultural Development (IFAD) in the North Eastern States of India particularly in Arunachal Pradesh, Assam, Manipur and Meghalaya.  In order to achieve the biodiversity conservation target, NERCORMP established 1506 NaRMGs (Natural Resource Management Groups) and 4,757 SHGs (Self Help Groups) in 1,320 villages covering 59,987 households. On an average, about 151.47 ha of land area is under CCA in per village and 3.33 ha per households, which may meet the ecological principle and sustain human needs for timber and NTFPs (non-timber forest produces). However, NERCORMP is further expanding to about 1,177 hh and 58,850 households, which will add more CCAs in day to come.

The United Nations has proclaimed May 22 as “The International Day for Biological Diversity (IDB)” to increase understanding and awareness on biodiversity issues. When first created by the Second Committee of the UN General Assembly in late 1993, 29 December (the date of entry into force of the Convention of Biological Diversity), was designated The International Day for Biological Diversity. In December 2000, the UN General Assembly adopted 22 May as IDB, to commemorate the adoption of the text of the Convention on 22 May 1992 by the Nairobi Final Act of the Conference for the Adoption of the Agreed Text of the Convention on Biological Diversity. This was partly done because it was difficult for many countries to plan and carry out suitable celebrations for the date of 29 December, given the number of holidays that coincide around that time of year.

The theme for this year IDB is “Biodiversity for Sustainable Development” that reflects the importance of efforts made at all levels to establish a set of Sustainable Development Goals (SDGs) as part of the United Nations Post-2015 Development Agenda for the period of 2015-2030 and the relevance of biodiversity for the achievement of sustainable development. The selection of the theme also underlines the adoption of the Gangwon Declaration, by ministers and participants to the High-level Segment of the twelfth meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD). The Gangwon Declaration welcomed the importance given to biodiversity in the outcome document of the Open Working Group on Sustainable Development Goals and called for the further integration and mainstreaming of biodiversity in the Post-2015 Development Agenda. At a global policy level, the CBD’s Aichi Target 5 states that “By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero” – aspiring towards a NNL (no net loss) goal for all natural habitats, to be achieved through biodiversity policy in over190 countries that have ratified the CBD6. At a regional policy level, the European Union’s Biodiversity Strategy is aligned with this target and seeks to “ensure no net loss of biodiversity and ecosystem services” by 2020.

This year theme is much relevance in present context, as level of biodiversity loss across the globe is alarming. A new IUCN (International Union for Conservation of Nature and Natural Resources) study examines, for the first time, how commercial agriculture and forestry production could reduce global biodiversity loss. According to the IUCN Red List of Threatened Species, agriculture impacts 8,482 threatened species globally, while forestry impacts 7,953 threatened species, compared to the infrastructure and extractive sectors, which impact up to 4,688 and 1,692 threatened species respectively.This indicated that conservation initiatives with innovative approaches are urgent need in agriculture and forestry sectors as agriculture being impact most followed by forestry.  

North eastern India being highly dependent on shifting agriculture (jhum) is very critical to deforestation and replacing jhum with mono-cropping will be more disaster as it will loss majority of crop diversity maintaining over the years by the traditional communities. Addressing the issue of agricultural biodiversity, the project promoted about 380 ha of home garden and 219 ha of agro-forestry. Besides, to increase the richness of forest, the project have brought about 570.35 ha under aided natural regeneration, 190.09 ha of artificial regeneration, 88 ha under herbal (MAP) plants, 286.52 ha under mix plantation of indigenous value plant species, 61 ha of land area has been developed as pasture to minimize the grazing pressure on forest and 257.37 ha land area has been brought under afforestation.

Today, the CCAs are providing ecological services to the villagers such as maintaining local hydrology, improving water discharge of spring and small streams, maintaining local climate, nutrients rich run-off from forest floors and minimizing soil erosion and siltation, which helps in minimizing local climate changes. It is also providing timber and NTFPs, which help in maintaining food and nutrient security of the villagers as NTFPs as the major source of food and nutrient supplements for the villagers. In time to time, NERCORMP is conducting C2C (community to community) knowledge and seeds exchange to maintaining and improve agro-biodiversity and also to identify climate resilient crop varieties. This help in improving the capacity of community for climate smart agriculture and ability to adapt climate change. Therefore, the effort of NERCORMP is in the line of this year theme “Biodiversity for Sustainable Development” as it meets the ecological principles and human needs.

Think for the young generation

The demand of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) to enhance the retirement age of government employee from 58 years to 60 years does not augur well for the youth of state. Everyone is aware that in Arunachal government sector is the most important job providing sector. Many of the youngsters after finishing their education come back to state in the hope of finding job in the government sector.

Unlike the mainland Indian states, the private sector has not been able to provide enough job opportunities to youths in Arunachal. This is happening due to lack of presence of private industries. Barring few hydropower companies, the private companies have not made their foray into state. Because of poor road connectivity and erratic power supply, the private entities hesitate to invest in Arunachal.  Due to it, government sector remains the only job providing sector.   CoSAAP should keep in mind the future of young Arunachalee citizens and avoid making such kind of irrelevant demand.

A slap on the Face of Home Ministry

Dear Editor,

Kidnapping of Tutor Bittu Pandey from Model village Naharlagun by some Bodo Militants has once again compelled us to question the duty of Home Ministry. According to the victim’s report, they first started him asking question and later on pushed him into the Black Scorpio.  It is disgusting to read how easily they have carried out their operation without any planning that’s also just a kilometres away from police station. It’s not been a year when the whole state mourned the death of Late P.K Chacko who was abducted from his home and was killed.

Above all, the tragedy is that somewhere in their heart they have known the weakness and insincerity of the security system in the state.  

We heard a lot of Promises after Lt. Chacko’s death, we heard of new check post and more strength in the security of the twin city but as the time passes by, their promises have also passed away. We know that police are not omnipotent or Angels but here I would like to suggest just few points to control such incidents.

Immediate removal of all the Black tint glasses from the cars, no matter whether he is kin or kit of a VIP, establishment of new check gates at Doimukh Road, special Squad for dealing with such outfits, CCTV camera at important places, proper checking at Kangkar nallah Police Check gate, special Forces at Banderdewa and Gumto and Proper Checking even while leaving the state.

Things haven’t gone so far so it could be controlled if the concerned department looks into the matter seriously.

I wish that our peace loving state do not turn like the days of Lalu’s “Jungle Raj” in Bihar where anyone could be abducted from anywhere, anytime, anyplace.

Refund the challan amount

Dear Editor,

Through your esteemed daily, I want to convey my message to T.Taggu, IAS, Secretary Rural Development and the whole RD Dep that since the advertisement for the post of Jt.BDO has been cancelled/deferred, what about the refund of the challan of Rs 30/ that many aspirants had already paid for? It might be a meager amount for officers like you, but that might be one day’s income of a student. Why is there no mention of the refund of the challan money? Is this a tactic of the dept to loot innocent aspirants to fill their pocket? We all want back our challan amount. Please refund it to us immediately.

Political shadowboxing

Dear Editor,

The attempted verbal coup d’état of the Tuki led INC government in Arunachal by All Arunachal Contractor Welfare Association (AACWA) primarily for alleged failure of the government to make payments to contractors is a mockery of ‘Representative Democracy’ and prime example of class snobbism. The AACWA is a business guild and has no business in asserting itself into the work of an elected government though it may certainly voice its concern and mould public opinion. But to assert itself into day-to-day governmental business to the extent of changing governments is a bit overboard and smacks of political shadowboxing. Can Arunachal afford regular changes of governments when the call of the hour is stability, and law and order?

The alleged financial crisis has been attributed by experts to decade-old financial mismanagement by successive governments since 1987, incompetent technocrats and bureaucracy, corrupt political executives, resource-constrained economy, over dependency on the centre, etc. But should not the present state of affair also be attributed to the malpractices of the contractors who are involved in corruption to meet their vested business interests?  It is often alleged that the present sorry scenario of the state like roads, water supply, school buildings etc.,  are the result of corruption that pervades across contractors and the governmental agencies and because of their unholy nexus.

Since the 2014 general election and dissolution of the Planning Commission, the centre has been finding it hard to work out the modalities to ensure early disbursement of the state’s share of central funds. This has resulted in cash-crunch situation in many states that are heavily depended on central assistance and grants. Under such situation, the demand of the AACWA for payments of their dues is not only selfish but is also inconsiderate of the problems that government employees especially the low-salaried groups and common people have been facing.  The idiom “only the wearer knows where the shoe pinches” cannot be over emphasized but proposed civil disobedience call will only put common people in harder situation and the governmental machinery on a halt thereby disturbing the efforts of the government and the people in getting back on track the developmental initiative of the state.  On a serious note, the AACWA members may like to wear the shoes of the common citizens and hard-working government employees to feel the pinches that their shoes give!
